Priests and Augurs
Ancient Roman priests were in charge of performing the religious rituals precisely to maintain the gods good will and support for Rome. They didn't necessarily need to understand the rules, but they coudnt make any mistakes otherwise the ceremony would have to be repeated. They were administrative officials, not in betweens of the gods and men and over time they might change their roles. Roman Augurs were one of the most powerful of all Ancient Roman Priests whose main role was to interpret the will of the gods by studying the Omens. Omens would be discovered by looking at one piece of sky and recording all of the bird activity. Decisions would then be made. The role of the Augurs was extremely important to Romans and they would be consulted before any major decisions were undertaken. The Augurs could supposedly "tell" whether any action would be good or bad and there were never more than 15. Any Priests could expect certain privileges and high ranking priests (Julius Caesar) could become very powerful.
